Crypto sportsbook and casino operator Jack.com today shared its outlook on the Brazil gambling ban and its implications for the global iGaming industry.

Provisional Measure (MP) 1.394, signed on September 25, prohibits sports betting and online casinos in Brazil, including those run by foreign operators, and licensed platforms went offline on October 6.

Brazil opened its licensed betting market in January 2025. It went from licensing to a full ban in under two years.

After October 6, the decision moves to Congress. Jack.com sees two main scenarios.

If Congress approves the measure, the Brazil gambling ban becomes permanent law. Regulators and operators elsewhere will study how the shutdown plays out.

If Congress does not approve it, the ban loses its force and the sector faces another period of uncertainty. Industry groups have also asked Brazil’s Supreme Court to suspend the measure, so a court ruling could change the timeline.

“The Brazil betting ban shows how quickly a regulated market can change,” Jack.com said in a statement. “Operators that treat a licence as a fixed asset are exposed. A licence can change, so it needs a plan.”

“Whether Congress approves the Brazil gambling ban or lets it lapse, the lesson is the same,” the company added. “Operators should prepare for both outcomes now.”

Regulatory risk now belongs in strategy. Market access and revenue forecasts depend on rules that can change within weeks.

Player protection decides whether a regulated market survives. Regulators need clear rules, operators need transparent processes, and players need real safeguards.
