Tim Miller exits Gambling Commission after a decade of activity

The UK Gambling Commission has confirmed that Tim Miller, Executive Director of Policy & Research, will step down in September 2026 after a decade with the regulator.
His departure follows former chief executive Andrew Rhodes, who left the Commission in April, making Miller the second senior leadership exit this year.
Decade of reform
Miller joined the Gambling Commission in 2016, bringing more than 25 years of regulatory experience across public services, healthcare and the legal profession.
During his tenure, he oversaw the Commission’s policy and research functions, significantly expanding its analytical and evidence capabilities.
One of his biggest achievements was launching the Gambling Survey for Great Britain, described by the Commission as the world’s largest gambling survey. The project modernised the evidence used to assess gambling participation and harm.
He also led implementation of the Gambling Act Review White Paper, introducing new rules covering age verification, financial vulnerability checks, remote game design and direct marketing.
Miller served as a Board member of the Gambling Regulators European Forum and more recently sat on the Government’s Illegal Gambling Taskforce, where he chaired a subgroup focused on tackling unlicensed operators.

That’s what made it a hard decision to leave but after ten years I felt ready for the next challenge.”

International move
After leaving the Commission, Miller will take up an international advisory role supporting governments, regulators and global organisations developing gambling regulatory systems outside of the UK regulated gambling industry.
No successor has been announced. The Commission said interim arrangements for his responsibilities will be confirmed in due course.

Commission in transition
Miller’s departure comes during a period of significant change for the regulator. Since Andrew Rhodes stepped down in April, Sarah Gardner has been serving as Acting Chief Executive.
The Commission is also recruiting a head of illegal markets while continuing consultation with the industry on several regulatory issues.
Major White Paper reforms, including financial risk assessments, are still being implemented. The regulator is also continuing its crackdown on illegal gambling with an additional £26 million in government funding over three years.
With two of the Commission’s most senior figures leaving within months of each other, the regulator now faces increased scrutiny over leadership continuity and the delivery of its ongoing reform programme.
