Online gambling is legal and regulated under the Gambling Act of 2012. The National Revenue Agency (NRA) oversees licensing for all gambling activities, replacing the State Gambling Commission in 2020.

 

Approximately 15 licensed operators serve Bulgaria’s market, including major local players (Efbet, Winbet, Palmsbet) and international brands (Bet365, Bwin). Operators must be EU/EEA/Swiss entities with BGN 1.5 million minimum paid-in capital. Current licenses require BGN 300,000 one-time fee plus 20% GGR tax.

 

Effective January 1, 2026, GGR tax increases from 20% to 25%, projected to generate €56 million additional revenue. Tax applies to gross revenue with no deductions for operating costs.

 

May 2024 advertising ban: gambling ads now prohibited on TV, radio, print, and online platforms. Only billboard advertising permitted (300+ meters from schools). Violations face BGN 50,000 fines and license revocation. Proposed regulations include mandatory 4-hour daily session limits (2 hours for under-24s) and income-based loss limits.
