Puerto Rico adopts multi-state self-exclusion tool

The Puerto Rico Gaming Commission has partnered with idPair to implement the National Voluntary Self-Exclusion Program (NVSEP), allowing players to register online and block access to participating regulated sports betting operators from June 2026.
According to the company, the program was established in 2024 and has since been made available in several US jurisdictions, including Colorado, Michigan, Iowa, Wyoming and Nebraska. Puerto Rico becomes the latest gaming authority to adopt the platform.
How it works
Players enroll online, with self-exclusion data transmitted to operators via the idPair platform. Participants can choose their preferred exclusion duration, complete identity verification, and digitally sign and submit their information through the online portal.
Existing state programs are not required to change their terms to join NVSEP, with individual arrangements coexisting alongside the network.
This gives players the option to exclude across participating jurisdictions and product types through a single registration, depending on operator participation and jurisdictional integration.
Juan Carlos Santaella Marchán, executive director of the Puerto Rico Gaming Commission, said:
“This alliance strengthens our public policy efforts to maintain a safe, highly regulated gaming industry grounded in responsible gaming practices. Our goal has always been to provide accessible tools and resources for anyone seeking support with gambling-related issues.
“This initiative aligns with the work we have carried out since I assumed office, as well as with our ongoing Responsible Gaming educational campaign. Once again, we reaffirm our commitment to Puerto Rico.”
Operators and integration
DraftKings, FanDuel and Caesars Entertainment are among the sports betting operators live in Puerto Rico. According to idPair, many operators across the network already process exclusion data through its platform in other jurisdictions, which the company says simplifies deployment in new markets.

Puerto Rico’s adoption of the NVSEP reflects a wider regulatory pattern across the Americas. Ontario recently launched BetGuard, a centralized self-exclusion platform covering all regulated igaming sites in the province.
Brazil has separately introduced a national self-exclusion system requiring operators to connect to a central database.
The June 2026 launch expands Puerto Rico’s responsible gaming framework. As the idPair network continues to add jurisdictions, the practical reach of a single exclusion registration grows, alongside the compliance requirements for operators in each participating market.
