Brazil introduces centralised self-exclusion system and betting limits

Brazil’s Secretariat of Prizes and Betting (SPA) is set to launch a centralised self-exclusion platform and introduce mandatory betting limits this year, bolstering protections for gamblers across the country. The new regulatory framework aims to give players greater control over their betting behaviour and reduce gambling-related harm.

Centralised self-exclusion platform

The Ministerial Ordinance SPA/MF No. 2,579, published on November 10, 2025, establishes two self-exclusion modes: player-specific exclusions by operator and a centralised nationwide block.

The national register allows bettors to voluntarily exclude themselves from all licensed online betting sites simultaneously. Operators must immediately block self-excluded players’ access, cancel any ongoing bets, and refund balances not yet withdrawn. They are also banned from sending advertisements or promotional material to self-excluded individuals.

New player-controlled betting limits

The legislation requires operators to offer tools that enable gamblers to set deposit limits, session duration caps, and limits on betting frequency. These controls include automated alerts and temporary freezes once limits are exceeded.

A “pause mode” will restrict access to view-only, preventing new bets during the paused period. These safeguards are designed to encourage responsible gambling and to support early intervention for vulnerable players.

Implementation timeline and industry impact

Brazil’s Federal Data Processing Service (Serpro) developed the central platform, which all licensed operators must integrate within 30 days of launch. Operators then have an additional 90 days to implement deposit and time limit features.

“We are moving forward with expanding protection for people, which is the central concern of our Secretariat and Minister Fernando Haddad.

“We are giving people the possibility to decide whether they want to temporarily restrict their exposure to betting, in a centralised and secure way, including reducing their access to advertising. This is a step forward that puts Brazil in a leading position in the world in caring for our population.”

The measures place Brazil among jurisdictions like the UK and Spain, where centralised self-exclusion and betting limits form key responsible gambling pillars.

Alexandre Amorim, Serpro President, added:
