The 2026 Gaming in Germany Conference has announced its full agenda and speaker lineup ahead of the event in Berlin on Tuesday 10 November.

The programme centres on the State Gambling Treaty evaluation, new products, offshore competition and a court ruling that may limit the GGL’s enforcement powers.

Four big themes

The organisers have set out four key topics for the German market. The first is the outcome of the evaluation of the 2021 State Gambling Treaty.

The second covers new products and market opportunities. These include sweepstakes, eSports betting and online casino in NRW.

The third is how the industry can coordinate an effective response to offshore competition. The fourth looks at whether the GGL may have forfeited its right to enforce the ban on unlicensed iGaming, following what the release calls a surprising court ruling.

The conference expects all key stakeholders in Germany’s regulated iGaming market to attend.

Regulator takes the stage

Nadja Wierzejewski, Head of Enforcement at the GGL, will open proceedings with the keynote. Earlier this year, the regulator issued rapper Capital Bra a fine for illegal gambling ads.

Alexander Müller, Member of the Executive Board at the FDP, will speak on player protection, market realities and effective enforcement.

Melanie Hainzer, Market Owner – DACH at Play ’n GO, will lead a session on the role suppliers play in building a sustainable German online gambling market.

New products, new states

A session titled Prediction markets & sweepstakes: Now coming to Germany? will feature Dr. Matthias Spitz, Senior Partner at Melchers Law Firm. He will be joined by Dr. Christian Rapani, Partner at Rapani Rechtsanwälte.

A further panel will examine licensing and B2B opportunities for online casino in Nordrhein-Westfalen, Germany’s most populous state. Speakers include Hans-Peter Kalenberg, Department Head at the state’s Ministry of the Interior, and Dr. Carsten Bringmann, Associate Partner at Noerr.

Dr. Joerg Hofmann, Senior Partner at Melchers Law Firm, will moderate. The full agenda is available on the Gaming in Germany website.

Existing product rules have also moved. In July, the GGL raised the online slot stake limit to a tiered system topping out at €5.

A market in flux

Willem van Oort, founder, Gaming in Germany, said:

“The German market is certainly not a boring one. On the one hand, there appears to be room for a significant expansion in the range of permitted products. On the other hand, a recent ruling by the Halle Administrative Court calls into question the GGL’s entire legal authority to enforce the prohibition against unlicensed iGaming in Germany.

With all the key players in the German market present in Berlin, this year’s Gaming in Germany event will be THE place to discuss the way forward for Germany-licensed operators, suppliers, and other stakeholders. As always, our event will also focus on what the industry can do to keep the illegal market in check. In our current situation, this may be more important than ever.”

Van Oort has previously warned that tighter rules risk pushing players offshore. The conference carries the #ReclaimTheMarket theme.

Berlin on 10 November

The conference takes place on Tuesday 10 November 2026 at the DoubleTree Hilton Ku’damm in Berlin. The venue sits around 100 metres from the Kurfürstendamm.

The full lineup builds on the initial agenda published in September. Registration is now open.
