Ex-BetVictor boss launches crypto casino 21.com

21.com has launched as an online casino and sportsbook, the company confirmed on 16 June 2026. The brand is led by founder and chief executive Michael Carlton, who previously ran BetVictor for 17 years.

21.com brands itself as a “crypto casino and sportsbook” and says it will target a range of global jurisdictions through AI centric operations.

Carlton’s industry pedigree

Michael Carlton brings a long career in finance and gambling to the new venture. He spent 13 years at EY as a chartered accountant before entering the gaming industry in 1997.

Carlton then spent 17 years as chief executive of BetVictor, a Gibraltar based operator. He has since invested in several betting and gaming companies. Carlton left BetVictor in 2014, when the operator was restructured following its acquisition by Michael Tabor.

BetVictor grew into one of the better known gambling brands during that period. Carlton oversaw its expansion across sports betting and casino markets internationally.

The 21.com domain previously hosted a different online casino, licensed by the Malta Gaming Authority and operated by BP Group as part of PressEnter Group since 2018. It is unclear whether Carlton’s venture has acquired or rebranded that operation, since the launch announcement did not address the domain’s history.

The current 21.com casino operates under a gaming license issued by the Government of the Autonomous Island of Anjouan (Union of Comoros).

AI and crypto strategy

21.com says its new platform has been built without the constraints of legacy systems. Carlton argues this gives the operator an edge over rivals still tied to older infrastructure.

The site itself markets the brand as a crypto casino and sportsbook, offering both fiat and crypto payments. It is also positioning itself around artificial intelligence to personalise the player experience from day one.

Demand for crypto payment options keeps rising, particularly among younger bettors who are already comfortable with digital wallets. Crypto itself remains a grey area for regulators in many regions, who are still working out how to treat digital currencies within licensed betting markets.

Bold growth targets

21.com has set itself an ambitious benchmark for early success. Carlton wants the brand to reach the top three in every market within two years.

Carlton said:

“21.com will be one of the top three operators in every market it operates and in the world within two years.”

Carlton also addressed the team behind the launch and the obstacles ahead. He described them as “the best of the best,” adding that they share “a common goal and the determination to succeed.”

“Challenges take all forms, whether they be technical, regulatory, creative, competitive, or resource related, but they can all be overcome with a positive mindset and determination plus a sense of humour,” he added.

The company has not disclosed specific launch markets, licensing status or product partners. That leaves open questions over how quickly the operator can move from announcement to live markets.

21.com’s debut adds a new name to a crowded field of AI focused, crypto friendly operators. The unexplained history of its domain adds an extra wrinkle for readers to track. Regulators in tightly controlled jurisdictions are likely to scrutinise how the brand handles licensing and payments as it scales.

For investors and rivals, Carlton’s record at BetVictor lends some credibility to the venture, particularly given how few new entrants launch with a chief executive of that tenure. Converting that experience into a top three position within two years will depend on execution rather than ambition.

Other crypto operators are also chasing international growth. Stake launched in Argentina earlier this month, spotlighting how competitive the race for new licensed markets has become.
