Swedish gambling regulator appoints Johan Röhr as interim director

Sweden’s gambling regulator, Spelinspektionen, has appointed Johan Röhr as its acting director general, replacing Camilla Rosenberg who will step down on 1 November 2025.

The appointment ensures continuity in leadership of the regulatory body during a transitional period.

Röhr, who currently serves as Spelinspektionen’s chief legal counsel, brings extensive experience to the role having worked at the gambling regulator for nearly 25 years.

His appointment comes as Rosenberg departs to take up a new position as head of the Swedish Real Estate Agents’ Inspectorate.

According to the official documentation from Spelinspektionen, Röhr has been instrumental in managing the regulator’s international partnerships and collaborative frameworks.

The memorandum of understanding between Spelinspektionen and the UK’s Gambling Commission identifies Röhr as the chief legal counsel responsible for managing international regulatory cooperation.

The decision to appoint Röhr was announced by Spelinspektionen chairman Claes Norgren, who emphasised the importance of maintaining operational stability during the leadership transition.

“Johan Röhr has extensive experience in the business and will ensure continuity in management,” Norgren said.

“The business will continue as planned and at an unabated pace while waiting for a new director general to be appointed.”

Rosenberg has led Spelinspektionen as director general since 2017, overseeing the regulator during a period of significant change in Sweden’s gambling market, including the implementation of the country’s re-regulated gambling framework in 2019.

Her tenure coincided with the transition from Sweden’s traditional monopoly-based system to a licensed market that opened certain segments to international competition.

The chairman praised Rosenberg’s contribution to the regulatory body during her tenure.

“I would like to thank Camilla Rosenberg for her meritorious work at the Swedish Gambling Authority during a time of profound changes in the gambling market,” Norgren said.

“I congratulate her on her new position.”

As chief legal counsel, Röhr has been central to Spelinspektionen’s regulatory oversight responsibilities, which include issuing licences and permits for gambling according to the Swedish Gambling Act, maintaining overall supervision of gambling activities in Sweden, and ensuring compliance with anti-money laundering legislation.

The official documentation shows that Spelinspektionen operates under the Ministry of Finance with its board appointed by the Swedish government. The regulator has the power to revoke licences, issue warnings coupled with fines, and ensures that gambling operations maintain high levels of consumer protection whilst limiting negative impacts.

Under Röhr’s interim leadership, Spelinspektionen will continue its responsibilities of monitoring compliance with Swedish gambling legislation, ensuring consumer protection measures are maintained across the regulated market, and working to prevent gambling-related harm whilst ensuring licensed operators comply with regulatory requirements.
