Paraguay is set to open its national lottery market by launching a public tender for the Quiniela Nacional lottery operation in late 2025, effectively ending a decades-long state monopoly.
This decision follows comprehensive reforms enacted under Law No. 7438/2025 aimed at modernising the country’s gambling framework to boost competition, increase revenues, and enhance regulatory oversight.
Public tender for Quiniela Nacional lottery
The National Gaming Commission (CONAJZAR), recently placed under the National Directorate of Tax Revenue (DNIT), has announced that bids for operating the Quiniela Nacional will be accepted from November 17 to 21, 2025.
The opening of bids is scheduled for December 29 in Asunción. This move represents the first time multiple licences will be issued for the lottery, creating a competitive environment for national and international operators.
Strengthened regulatory framework
The 2025 regulatory reforms restructure Paraguay’s gambling sector by detaching CONAJZAR from the Ministry of Economy and Finance and assigning it to DNIT. This change aims to improve the effectiveness of licensing, compliance monitoring, and enforcement.
CONAJZAR now has expanded powers to approve licences for gambling venues, enforce wagering limits, sanction illegal activity, including unauthorised online operators, and revoke non-compliant concessions.
Market dynamics and fiscal impact
The liberalisation is expected to significantly increase gambling revenues for the government. Preliminary figures show a near 15% rise in tax collections from gambling activities in 2025 compared to previous years. By introducing competition and transparency, the reforms aim to attract private investment, double tax income from gaming, and reduce illicit gambling.
