Norsk Rikstoto faces NOK 6 million fine over exceeding player loss limits

Norsk Rikstoto, the Norwegian state-owned horse betting operator, is facing a possible fine of NOK 6 million after a programming error in its systems allowed customers to exceed legally mandated loss limits. The breach occurred between December 2022 and September 17, 2025, affecting approximately 836 players across 2,047 instances.

The issue revolved around Norsk Rikstoto’s failure to fully enforce player loss caps, which are designed to protect consumers from excessive gambling losses. Most players exceeded limits by NOK 500 or less, but seven exceeded their limits by up to NOK 100,000.

In response, Norsk Rikstoto has taken responsibility for the fault, corrected the technical issue, and is reaching out to affected customers to arrange refunds. The Norwegian Gambling Authority (Lotteritilsynet) is considering imposing a fine on the operator.

Camilla Garmann, CEO of Norsk Rikstoto, commented on the incident:

“The discrepancy is due to a programming error in our systems that has now been corrected. The error has meant that a limited number of customers in certain situations have been able to play for more than the statutory playing limit they have set themselves. This is something we deeply regret.

“Our most important task is to offer safe and responsible horse betting. After we became aware of the error, our highest priority has been to correct the error and create a plan for customers who are affected.”
