  • Dutch regulator Kansspelautoriteit (KSA) gives Tulipa Ent Limited a formal warning for failing to meet Wwft AML obligations.
  • Tulipa’s compliance with client due diligence and transaction monitoring requirements was deemed insufficient.
  • The KSA continues to step up enforcement to maintain integrity in the Dutch legal online gambling market.

The Dutch gambling regulator Kansspelautoriteit (KSA) has issued a formal warning to Tulipa Ent Limited, operator of ComeOn and GetLucky brands, for breaching anti-money laundering (AML) rules under the Prevention of Money Laundering and Terrorist Financing Act (Wwft).

The warning, delivered yesterday on 7 November, follows an investigation into Tulipa’s failure to comply with required client due diligence and transaction monitoring standards.

Wwft framework

The Wwft requires online gambling license holders in the Netherlands to implement essential AML controls, including comprehensive client due diligence and ongoing transaction monitoring to identify suspicious activities.

The KSA found that Tulipa did not adequately meet these standards, falling short in ensuring effective risk analysis and oversight as required by Dutch law.

Formal warning

This formal warning against Tulipa is part of the KSA’s wider efforts to strengthen AML enforcement within the country’s growing regulated online gambling sector.

The regulator has recently taken similar actions against other operators and marketing affiliates promoting unlicensed gambling, reflecting its focus on minimising financial crime risks, match-fixing, and protecting market integrity.

Implications for the industry

The KSA’s warning shows the importance for operators to maintain robust AML frameworks. Non-compliance risks include regulatory sanctions and reputational damage.

This intervention likely signals continued strict oversight and potential future legal or financial penalties for operators failing to meet their Wwft obligations.

Operators and investors should expect the Dutch regulator to remain vigilant and proactive in ensuring the online gambling market operates safely and transparently.
