Finance Minister’s abrupt resignation

Curaçao is facing serious political and regulatory upheaval following the resignation of Finance Minister Javier Silvania amid a series of iGaming-related scandals. Silvania’s departure has been described as both “frantic” and “predictable” given mounting allegations of corruption and abuse of power. The resignation was confirmed as a mutual agreement aimed to restore calm and allow investigations to proceed.​

The island’s entire Curaçao Gaming Authority (CGA) supervisory board resigned abruptly in mid-September, leaving a leadership vacuum during a critical phase of regulatory reform. Prime Minister Gilmar Pisas stepped in to take direct control of the CGA, bypassing the Finance Ministry where the regulator traditionally operates. The CGA, established in July 2025 to enforce the new National Ordinance on Games of Chance (LOK), continues operating without a permanent supervisory board. The transition to the LOK framework, which requires all operators to complete licensing applications by mid-October 2025, faces potential disruption from ongoing governance instability.​

As of October 2025, Prime Minister Gilmar Pisas holds operational control over the CGA through the Prime Minister’s Office. Correspondence and management of the regulator bypass the Finance Ministry, indicating an extraordinary exercise of executive authority amid the crisis. This direct oversight is temporary as the government works towards appointing a new supervisory board to restore formal governance.​

Curaçao’s gaming sector contributes approximately 40 million Netherlands Antillean guilders annually to public finances. The ongoing political instability and regulatory vacuum have raised alarm among operators and international investors, who fear damage to Curaçao’s reputation as a well-regulated jurisdiction.
