Belgium

iGaming is legal in Belgium but highly restricted under a land-based license requirement. Only operators holding land-based casino licenses (Class A, B, or F1) can apply for corresponding online licenses (A+, B+, or F1+).

The Belgian Gaming Commission regulates the market with strict rules: a near-total advertising ban, bonus prohibition (except limited casino bonuses), €500 weekly spending limits, and mandatory player identification through EPIS system (effective May 1, 2026 for all betting).

Credit card payments are banned for online gambling. Only operators with .be domains can be licensed. Several Constitutional Court cases challenging advertising and bonus bans are pending decisions in 2026.
