Two license types: B2C (operators serving players directly) and B2B (suppliers serving businesses). Single license covers all gambling activities: casino, sports betting, poker, lotteries, esports. Provisional licenses valid 6 months (extendable); definitive licenses indefinite duration.
Minimum fees: €55,000+ annually (significant increase from legacy regime). No gambling-specific GGR tax. Operators must establish local entity with Curaçao-resident managing director and maintain physical office on island.
Enhanced requirements: responsible gambling measures, higher financial stability standards, AML compliance, player protection, transparent reporting. All applications via online CGA portal; processing typically 3-4 months.
Geographic restrictions: Cannot serve USA, UK, Netherlands, Germany, Australia, Curaçao itself, or FATF-blacklisted jurisdictions.
Transition deadline: All legacy master licenses must convert to LOK framework by end of 2026; sub-licenses invalidated.
