Online sports betting and online casinos remain illegal in California. Voters overwhelmingly rejected two competing ballot measures in November 2022: Proposition 26 (retail-only tribal casino/racetrack betting) lost 70%-30%, and Proposition 27 (online sports betting) lost 82%-18%.

California Nations Indian Gaming Association Chairman James Siva confirmed in January 2025 that tribes will not pursue sports betting initiatives for the 2026 ballot. Industry observers now view 2028 as the earliest realistic timeline for any legalization effort.

Native American tribes control all legal casino gambling in California through tribal-state gaming compacts and oppose commercial online gambling expansion. Competing interests include 60+ tribal casinos, card rooms, racetracks, and commercial operators, creating legislative deadlock.

Assembly Bill 831 (effective January 1, 2026) bans sweepstakes casinos using dual-currency models that allow cash prize redemption, eliminating a previously available gray-market option. Only social casinos with entertainment-only play (no cash value) remain legal.
